AI Governance Tools: What They Do and How to Choose One

In short

AI governance tools are software that helps an organization keep control of its AI: a register of every AI system in use, risk assessments, policy and approval workflows, model and vendor documentation, monitoring for drift or harmful outputs, and audit evidence for regulators and customers. They turn a governance policy on paper into something that actually runs.

The frameworks they support are now established. NIST's AI Risk Management Framework organizes the work into four functions: Govern, Map, Measure, and Manage. ISO/IEC 42001, published in December 2023, is the first international standard for an AI management system.

Key takeaways

  • AI governance tools inventory, assess, approve, monitor, and document your AI systems.
  • Most map to NIST AI RMF (Govern, Map, Measure, Manage) and ISO/IEC 42001.
  • Start with an AI inventory; you cannot govern what you have not listed.
  • Small companies can start with a spreadsheet and clear policy before buying a platform.
  • Tools support governance; they do not replace accountable people.

What do AI governance tools do?

Most platforms cover some or all of these jobs:

  • AI inventory: a register of every model, AI feature, and AI vendor, with owners and purposes.
  • Risk assessment: questionnaires and scoring for each use case, including data, bias, and safety risks.
  • Policy and approvals: workflows that require sign-off before a new AI use goes live.
  • Documentation: model cards, data sources, and vendor terms in one place.
  • Monitoring: tracking accuracy, drift, and problem outputs in production.
  • Audit evidence: reports that show regulators, auditors, and customers what you do.

Types of AI governance tools

The market splits into five broad categories:

CategoryBest forTypical buyer

How AI governance tools map to NIST and ISO 42001

A good tool helps you run each NIST AI RMF function. Govern: policies, roles, and accountability. Map: understanding each AI system's context and risks. Measure: testing and monitoring. Manage: acting on what you find. ISO/IEC 42001 adds the management-system discipline of documented processes, internal audits, and continual improvement, and certification against it is voluntary. How to choose an AI governance tool

Ask these questions before you buy:

  • Start with your inventory size: five AI tools do not need an enterprise platform.
  • Check framework coverage: NIST AI RMF, ISO/IEC 42001, and the regulations that apply to you.
  • Look at integrations: can it discover AI use from your SaaS, cloud, and identity systems?
  • Test the workflow: approvals and assessments should be quick enough that teams actually use them.
  • Confirm reporting: the evidence your auditors, customers, and board will ask for.

AI governance for smaller companies

Many growing businesses do not need a platform yet. A shared AI register, a one-page usage policy, a short risk checklist for new tools, and an approved list of AI services cover most of the value. The bigger risk is unmanaged use: IBM's 2025 Cost of a Data Breach research found that 63% of breached organizations either had no AI governance policy or were still developing one.
